There are many reasons for Kissinger’s visit. Firstly, he played a significant role in establishing diplomatic relations between the United States and China in the early 70s. This move was crucial for reshaping the global power distribution. Kissinger had a close connection to China and has visited the country over 100 times, as Xi Jinping mentioned. Xi Jinping even called him a genuine friend of China, emphasizing the importance of their relationship. Kissinger’s involvement in improving relations between the US and China after the Tiananmen crisis was crucial. Even though he was retired at the time, he remained a highly influential figure. He worked towards maintaining strong ties with China, earning him the perception of being a bridge between the two nations. This sentimental journey also aligns with Xi Jinping’s emphasis on building person-to-person relationships, as seen in his meetings with other influential politicians like Rodrigo Duterte from the Philippines. So, these are the main reasons for Kissinger’s visit.

You mentioned the idea of a designated person or a special individual that Xi Jinping would expect. Presidents George W. Bush and Barack Obama had their respective individuals, and the Biden administration lacks such a figure. Why do you think that is? Could it be due to the deteriorating relationship between the US and China?

Indeed, we have observed a decline in relations between the US and China, for various reasons. The growing power competition between both nations, with relatively equal aggregated power, is one factor. During the Obama presidency, there was an attempt to adopt a functional approach and strengthen the regulatory power of the United States. This included initiating a trade war with China. Interestingly, Joe Biden, a Democrat, was expected to follow a policy closer to that of Obama. However, his approach has leaned more towards Donald Trump’s policies, which came as a surprise to Beijing. Furthermore, Biden has been taking a strict stance on fragile issues such as Tibet, Taiwan, and Hong Kong. These factors make the relationship between the two powers challenging. Additionally, China has gained strength in the global arena, especially following its involvement in the Ukrainian conflict. It has led to suspicions and tensions. The US, along with other European countries, is currently trying to redefine its approach towards China. The US takes the lead in countering China’s influence in military and strategic doctrines. The Western National Security Strategy, released last year, explicitly states that China has the capability and willpower to undermine the current global order led by the US. These factors contribute to the difficult relations between the United States and China.

Recently, we’ve seen several American politicians visiting China, including Secretary of Treasury Janet Yellen, Anthony Blinken, Lloyd Austin, and John Kerry. It seems the US is attempting to improve the situation. Can we expect any changes, and what needs to happen for progress to be made? Because so far, these visits have not resulted in significant changes.

Indeed, these visits serve as a starting point for improving dialogue, particularly regarding climate change. It is worth noting that the last two five-year plans in China have emphasized environmental protection strongly. External concerns over pollution in China have been recognized as a serious challenge to economic growth. This highlights a shift towards a more environmentally conscious approach. John Kerry’s visit is particularly promising in this regard. Anthony Blinken had the opportunity to meet Xi Jinping in a more formal setting compared to Kissinger, where they had a friendly conversation at a coffee table. Blinken’s meeting with Xi Jinping took place at a larger formal table, surrounded by delegations. We don’t see substantial changes yet, but negotiations regarding Russia’s invasion of Ukraine could be a turning point. China has played a positive role in de-escalating tensions surrounding nuclear transportation from Russia. This was evident in Xi Jinping’s declarations, suggesting that Russia is not on the winning path. Putin is facing challenges, and Xi Jinping may begin to explore the emergence of a new global order. It’s still uncertain, but this could contribute to a more favorable environment. Another factor is the power struggle within the Chinese Communist Party. While Xi Jinping is perceived as a hardliner, there are even more hawkish individuals in the party, particularly concerning the Taiwan issue. Xi Jinping might reconsider the aggressive demonstrations of power in the Taiwan Strait and focus on internal issues and challenges faced by China. Time will tell how these factors play out.
