    sounds exactly the same as a scenario I had while working in local government.

    Solution, I quit the job. Local government is easier, more relaxed work, with no real accountability – in that the business (or organization) is not required to perform to keep itself in existence. Instead the funding (usually taxes or rates) will flow in regardless of performance.

    You might want to move to private sector.

    Is the market premium a measure of demand of similar roles across the market? What happens if you hadnÔÇÖt been given the 9%? Does that mean youÔÇÖd get a pay cut?

    I would. But you must be prepared to follow through on your actions. That depends on your situation: family, ability to take risks, finding a new job etc.

    Sounds a lot like the reason I left my government job.
