## Situation with Citibank and GTC Reinstatement

Hello, I am a member of the FLARNG and I am currently facing an issue with Citibank refusing to reinstate my GTC (Government Travel Card). This situation has caused me a lot of trouble, especially since it has affected my deployment and unit transfer.

### Misunderstandings and Fees

The first time Citibank refused to reinstate my GTC was due to a misunderstanding with my unit regarding a delay in paying out a voucher. More recently, the $29.00 reinstatement fee was left delinquent on my account. Although I was aware that there would be a fee, I was unsure of how it would be charged. When I received the new card, I did not activate it, assuming that I would be fine until I needed it. Unfortunately, the $29 became delinquent and Citibank declined to issue me a new card. I did not receive any communication from Citibank or my chain of command regarding the delinquent funds, and it seems that the mail correspondence went to the wrong address due to my recent move.

### Lack of Due Process

I feel that Citibank did not provide me with the due process to address the issue properly. Even after reaching out to my APC (Agency Program Coordinator), I was informed that there was nothing he could do to help me resolve the situation. This has been extremely frustrating as it has impacted my career and caused me to be pulled off a deployment.

Yeah if your card get canceled a second time they won’t reinstate it ever. Fucked up. I hate the GTCC system.

Get travel pay advances. Pay out of your pocket. File vouchers.

If they won’t approve advances or won’t let you go TDY/deploy without a GTC, then you stay at home station.

Um. Wow. You were unable to be responsible and check your account twice, and you’re confused? This is all your responsibility. The unit being delayed in paying you is irrelevant to CitiBank, and it’s irrelevant under the FMR, which requires you to pay on time regardless. Why did you never follow up on your unpaid voucher?

They have good reason for not trusting you with a card. I’m surprised you haven’t gotten NJP or an LOR… But maybe that’s still coming.

I’m legit at a loss how you can have been in 11 years and you didn’t now how to make on time GTC payments.

Not trying to be a jerk, but you trying to shift blame is a terrible look and I just needed to be blunt because that’s just gonna piss off your chain of command and make them have to go harder when they discipline you.

Citibank said they could do a policy workaround if you fill out a form and have your supervisor write a letter describing the situation. I’m going through it after transferring branches.

APC is correct. Citibank is 2 strikes and they will refuse to issue you a card, that was on you.

Now if its absolutely necessary they can use a centrally billed account instead of the individual billed account (ie the GTC card). The fact the unit did not do that and has pulled you from travel implies that there is more to this story.

DoD personnel already owe Citibank a huge amount of money, the bank does not make money on the contract at all. Citibank is out the funds when used.. but they slowly get the funds back over a payment plan or worst, DFAS debt notice or last resort IRS during tax time because someone ran of bogus charges while not in travel status or it gets written off. Same reason Bank of America pulled out of the last contract.

Not trying to shift blame, my bad if I comes off that way. Luckily not getting disciplined.

Bro I’m in the same situation, so I guess we are SoL. For the guys that are saying, should have paid your GTC, fuck off for one. I did my vouchers first then when I got back, the unit took forever to pay both instances and I’m not in a position to pay for it myself. I got screwed on pay the second go around and had to use FRG for assistance to pay Morgage and utilities. Regardless, glad I ETS in a few months. I can’t wait for them to ask why I don’t want to reenlist…
