    This is a question of your CC&Rs and other documents. But it is not unusual, and in the case of townhomes it is likely reasonably true that the Association has responsibilities that are best managed by occasionally inspecting inside your home.

    You can, of course, attend a meeting of your association and discuss your concerns. Or even act politically to try to change this board to one who sees it more like you do.
