    In Ontario, cars need to be inspected when changing owner, but not periodically. If you buy a used car through a dealer, it should in most cases already be inspected. If you buy it from an individual, either the seller will already have gotten it inspected to facilitate the sale (the ad should say if this is the case), or you’ll have to get it inspected yourself (you have to bring it to a shop within 10 days of buying it). Most (not all) shops can do inspections.

    If you buy a car from an individual and later find out it needs huge repairs to pass safety, or cannot pass safety at all due to excessive frame rust, you’re SOL.

    Until 2020 or so you could buy a safetiable car for as low as $2000 or so but nowadays the bare minimum should be around $4000, and even $5000 is more realistic if buying privately (unless you get lucky). Buying through a dealer costs more – like at least 7k.

    You need insurance before being able to drive a newly bought car away from where it is stored (previous owner’s place, usually). If it’s in the same city as you live, you can try asking the previous owner to drive it to your place, and maybe offer to pay a little extra for that. Otherwise, you have to get insurance FIRST. Insurance is only sold by the full year. DO NOT tell an insurance agent or broker that you plan on cancelling after only a few months because they will most likely not just refuse you, but blacklist you for a long time for saying that. Just pay for the full year and cancel when you’ve sold the car. There will be a penalty of around 0.5-1.5 months’s worth of premium and you’ll be refunded the rest.
