Hello, 1st post. I’m the custodial mother in a constant battle with Missouri DSS. Every time I receive a letter from them stating that they have sent an Income Withholding Order (IWO) and insurance order to the noncustodial parent’s (NCP) employer, I hold out hope that this time will be different. However, weeks turn into months, and I never receive anything. It’s become such a common occurrence that I simply toss these letters on the dresser, feeling defeated and wondering what the point is. This has been a recurring issue over the years, and despite my efforts to follow up by calling the support line at DSS, the situation remains unresolved. The response is always the same – wait a little longer, or if it’s been beyond 4-6 weeks, they supposedly escalate the issue to a different department. Yet still, nothing changes.

    If he had a legitimate W2 job, the employer would be required to garnish. He probably works under the table and the income can’t be taken.

    How often are the letters coming? He could be job hopping to avoid the child support from being garnished. But to answer your question, I dealt with Missouri for a number of years. Incompetent is accurate.

    Sounds like my situation. In my case, the IWO also serves as the employment verification letter, and before they can start garnishing, his employer has to verify he works there. In my case, the IWO/employment verification is either diverted by my NCP or by someone that works there on his behalf because it has been sent many times with no follow up from DHS. Actually, one phone call in which they spoke to “someone” at his work who stated they would comply with the order. But still, nothing. And no follow up after that. They just keep wasting stamps.

    Sounds like your NCP’s employer never verified with DSS that he works with their company? Is it possible your NCP works at a small company where it would be easy to get away with this type of behavior? Or some similar situation? Ask MO DSS exactly what the protocol is when this goes on for too long. It’s BS. Update if you find out anything.
