There is a section which spells out the fees they can charge, which they are way over. There is also some language in there that says those limits don’t apply for “consensual towing” (this may be what they are relying on). At first glance that would seem to make the contract valid – language below.
>Are the (a) Charges listed in the fee schedule certified under Section 9-605(3) may be calculated by mileage, time and type of service and shall be clearly stated on the towing agreement. The maximum fee a towing company may charge for towing a disabled vehicle is sixty dollars ($60) and three dollars ($3) per mile. The maximum storage fee for a vehicle towed under this Section cannot exceed twenty-five (25) dollars per day. A day for the purposes of this Section shall be calculated on a twenty-four (24) hour basis. Where a vehicle is stored for less than twenty-four (24) hours on any day, storage fees shall be in the same proportion as the fractional part of the day the vehicle is stored. The limitations and requirements of this subsection 6(a) shall not apply to tows pursuant to a rotational system, or to fees for consensual towing.
However, there are bunch of other issues with their conduct which might invalidate that.
* Rotation method of truck selection – if this was on a highway, or the police were called to the scene, then this tow should have operated under that program, and their fees don’t matter. Even if you signed a contract, that shouldn’t override state
* Illegal solicitation – they aren’t allowed to approach you and ask if you need a tow, you have to call. This is presumably to prevent the kinds of behavior you’re experiencing. If you didn’t call this company, they weren’t supposed to be there, and that may give you leverage.
>(12) Prohibited Conduct. No person shall engage in solicitation as defined in Section 9-605(2)(g) unless summoned by a party to the accident or a police officer.

Obviously they shouldn’t have been towing without a license in the first place, and some of their other conduct might have broken the rules too. The question is, does that invalidate the contract your GF signed? It might or might not, depending on the details of the accident, why they got called to the scene, etc. Either way, they sure seem like they think they can keep your car until you pay. Not clear if they think it’s legal, or they think it doesn’t matter.
Step one is to call that auto crime unit in the morning. They will know a lot more about the relevant laws, can apply them to your case, and can hopefully assist.
If they can’t / won’t help, I would just pay to get the car back. These guys are shady and the sooner they don’t have your car the better.
Then, you talk to a lawyer, and if they think you have a case, you sue them. If the fees they charged were in fact illegal, then you get your money back, plus $2000 and they pay for your lawyer. No one called them, they just showed up. Hopefully the auto crime unit can do something. Apparently, this isnÔÇÖt the first time the police was called on them. But yeah worst comes to worst, we would pay the fee and go for legal action.

In most places it is illegal for tow trucks to approach motorists directly. Motorists have to call in. This way the illegal operators are filtered out.
Unethical pro life tip: Tell the police there is a firearm in the car and that they didnÔÇÖt just steal a car but also a firearm. Watch the fireworks as the police come to help you recover the ÔÇ£firearmÔÇØ which you can then claim is missing in their custody.
Yes that is the way Philly Parking Authority does things. You have to have valid license insurance etc. The owner is the only person that is allowed to retrieve the vehicle. If you surrender the vehicle then you will only have one hour to get what you want from the vehicle.
I’d call the cops and tell them the two company stole your car.
I’ve seen towing companies busted for illegally towing cars. I actually sat next to a cop in class who went on a bust that day for this kind of thing.
Go get a bond in lieu of payment. Get your car. The bond makes them come to you for payment, rather than you coming after them for the car while they rack up storage fees.
Edit: not a lawyer, but maybe one will chime in who knows local laws.
Report it stolen
I would pay and then take them to small claims court. The longer you wait, the more daily fees they tack on. Most tow yards only accept cash payment.

Offer them $200 cash to get your car back.
ItÔÇÖs a civil matter since they have a stupid piece of paper with her name on it. Especially if the police refuse to do anything.
After you get the car back. Take them to small claims court to get the $200 back.
All you can is pay them and then sue them

Tow truck drivers in Philly will pull guns on each other to tow cars from an accident scene. It’s a disgusting industry over there.
