    The usual standard for returning a leased property in Ontario is “broom-swept condition,” which is a fairly relaxed set of criteria. A few crumbs left over likely wouldn’t entitle the landlord to any recovery if they choose to clean it up.

    Conversely, if the condition of the unit was unreasonable, the landlord may well be entitled to actual damages, including the cost of cleanup. They can apply to the LTB or to small claims and make their case there, if you won’t negotiate; you also have a right to put forward a defence, in either case.

    We can’t tell you with any authority whether the condition of the unit was or was not reasonable. Personally, it _sounds_ like your landlord is reaching, but it’s really up to the facts, and we don’t have those.

    Take this as a lesson. Next time you move out record a walkthrough of the place for your records. The expectation of cleanliness is “broom-swept condition” which is extremely lax.

    Don’t argue with them, don’t educate them. Just inform them they can file with the LTB. Because a “deep clean” is not required and that as the basis for their case will get their case tossed out. (unless of course it was actually necessary)

    Video record your move in and move out. The cleaning bill at $140 is not that far out of line, probably a three hour clean if done properly so $50 an hour sounds about right as it is probably a little more messier then you are implying. You could try to negotiate but without proof of the condition which a video would help with if it is as clean as you say…..

    Your landlord cannot enforce anything, only the RTB or law enforcement can.

    If he feels there is a justification for a cleaning fee, there are channels he must navigate to obtain that from you. It is his problem to source out these methods, not yours.
