This significant announcement will allow Ukraine to receive hundreds of thousands of additional artillery ammunition immediately, ensuring sustained support until they are able to produce sufficient artillery ammunition on their own.
It is important to address some concerns related to the use of depictums. While Russia has been using cluster munitions indiscriminately to attack Ukraine since the start of the war, Ukraine is seeking depictum rounds to defend its sovereign territory. In comparison to Russian cluster munitions, the depictum rounds provided by the United States have an extremely low failure or dud rate, less than 2.35 percent. In the first year of the conflict alone, Russia fired cluster munitions with dud rates of between 30 and 40 percent, causing immense damage and harm to Ukraine.
To minimize the risks associated with the decision to provide depictum artillery ammunition, Ukraine has offered written assurances regarding their responsible use. These assurances include not using the rounds in civilian-populated urban environments and recording the locations where they are used, which will aid in later demining efforts. Ukraine has also committed to post-conflict demining efforts to mitigate any potential harm to civilians. The United States has already invested over $95 million in Ukraine’s demining activities and will continue to provide support to help Ukraine mitigate the impacts of cluster munition use in the conflict.
The announcement of the drawdown package ensures that Ukraine will have sufficient artillery ammunition for the coming months. This period will be crucial in ramping up defense industrial bases to support Ukraine’s long-term security against Russian aggression. President Biden has reiterated the United States’ commitment to supporting Ukraine for as long as it takes, acknowledging that Ukraine’s fight is a marathon, not a sprint.
