I wonder if you could try contacting local pet rescues and charities, explain the situation and they may be able to foster your friend’s cat while he waits to get rehomed.
If itÔÇÖs temporary accommodation through his local authority, he can call his accommodation caseworker (not the social worker) and request to be placed elsewhere due to fears for his safety. If they refuse, he can escalate it to the team leader, head of service or his local councillors or MP (the team will likely resolve it before it gets to that point as councillor involvement risks them not being allowed to use certain placements anymore). Shelter will be the best placed service to give him advice on specific procedures but the above is from my experience working for a temp accommodation provider.

Is any of this on cctv? You say it has been installed but also that you donÔÇÖt know what they did to the cat to provoke it to this extent. Do you have any hard evidence itÔÇÖs behaviour is due to being provoked, or it could it be scratching at the door to get out, if it is in an unfamiliar environment?
