    I think Car B is at fault. Regardless of what they thought car A was doing, there is no way to safely overtake someone in a parking lot by driving into the oncoming lane.

    That said, car A should probably get out of the habit of indicating like that. Just indicate towards the park you’re aiming for even if you’ll briefly turn the opposite direction first.

    It looks like car B is at fault there were in wrong lane & should have waited for car A. Most carparks have a max 10kmph speed limit so hard to have a collision if you are doing that speed.

    Per the actual insurance decision when my brother had an accident in my car while being car A in a similar situation… car A is at fault for failing to give way when turning right. I can’t say whether they considered car B also at fault for overtaking without due care.

    Both parties at fault, both parties will be paying their excess
    Car A has a duty of care when reversing at all points of the manavour to make.sire way is clear
    Car B has a duty of care to ensure any overtaking is done safely

    Obviously there maybe more information that may change the decision but based on what we have here I wouldnt be waiving any excess
