    Yes, that would be a fair and enforceable clause – essentially they’re saying that if you are absent without leave on the day before or after, then the bank holiday day itself will also be considered an unauthorised absence and thus not due payment.

    They would have to allow you to take the day of annual leave (which was revoked by virtue of it being unauthorised) at a different time.

    If you have authorised leave (i.e. because you are on annual leave, or sick leave, or some other leave you’re entitled to) then the clause won’t apply anyway so you’re safe.

    You don’t have to sign the new contract, though. However, if you don’t have at least two years’ continuous service to the employer (unless in Northern Ireland where it would be one year), then the employer could lawfully dismiss an employee who refused to sign the new contract, provided that they give / pay the proper notice.
