Yet, HB 1678 specifically excludes wide classes of otherwise eligible people based on their offense or the requirements that surround it, including those required to complete “Sex Offender Treatment” under § 9718.1 of the Pennsylvania Crimes Code.
In other words, HB 1678 would provide tremendous resources and support for persons incarcerated in Pennsylvania, but it excludes persons with sex crimes for no good reason.

They did the same thing to us with the First Step Act (Fuck You Senator Cotton)
It talks about these programs as a conduit for early release. I can’t speak for all states but in mine (excluding misdemeanor offenses) most sex crimes are ineligible for early release. It speaks about educational programs.. I don’t think that will reduce recidivism by 40% .. what crimes are they suggesting will drop by doing this Anyways? Educated, highly paid execs commit crimes. It’s political fluff.

Most criminal justice reform advocates exclude those on the registry in any program, law, or policy they are advocating for. They do it in order for lawmakers to accept it. It is one of the first categories of crime they want excluded.
So these so-called advocates agree to the exclusion being the hypocrites that they are.That is why I do not donate to a group or support any cj reform that makes it a point to exclude those in the registry.
Their reform comes with bias and most are not educated on the subject. They fight for all but not registrants. Frauds.
