Unless the tenant is culpable for damage, it is almost always the landlord’s responsibility to sort all of this.

I would recommend you contact Shelter or a housing legal advisor for further advice and ways forward.
It is a bit laissez faire, I used to get minor repairs and the gas certificate sorted between the tenant and the contractor when I was a LL but that was mainly so they could arrange a mutually acceptable time, I always paid the contractor by transfer, got a receipt and asked in the case of the gas cert that the tenant was left a copy.
It is in the landlords interest to get the gas safety certificate as if he doesn’t give you an up to date one he cannot evict you.
It’s in your interest because if there’s a gas leak that’s obviously very dangerous

Is this a HMO? How many people are you sharing this with? If it needs a licence then speak to the local council hmo Team. If they aren’t sorting something as basic as gas Certificate then I seriously wonder what else aren’t they doing
