IANAL so this could be wrong but a quick goog tells me that each past due payment is considered a judgement in VA and so can only be collected for 20 years. I am not sure if this means the whole order will expire in 4 years or only the oldest missed payments, but either way, he just has to run down the clock at this point. It’s not a great system.
