I’m not sure this is “not allowed”, it might be a reasonable fix.
However you could probably exercise your right under australian consumer law to CHOOSE between a repair, refund or replacement.

P.S. tutorial is for the same Brand scooter but different model as well. It just become super sketchy at this point
