1. Select Tiered price settings
2. Buy Full shares ( not fractional) with limit order settings
3. It is better if you can invest around 1k-1.5k, then the commission should be around 1.25€-1.5€ which is a very low percentage of your total investment.
I am not sure about the quoting but I was checking the transaction history for last year I bought VWCE every month and I always paid 1.25-2 eur comission for 1k-4k eur orders. I am on the tiered plan.
Edit: I further checked on 2022 when I still had fixed pricing, and all the orders that year were 3 eur comission, same 1-4k amounts every month.

You have to play around with fixed vs tiered pricing, but for as low as a few hundred tiered will be cheaper.
Don’t buy fractional, but the closest full shares. You will have lower fee
Do tiered pricing, you then pay 1 euro.
Buy with limit price. I was facing your issue as well when buying market price. Switch to Limit price and you’ll pay lower commisions
Why do you even need fractional shares for VWCE? It’s 100 euro, not 2000.
The cost to buy VWCE through IBKR in Kenya is 1~4 euros for +/- 2k euro order

You can try another broker with no comission for buying VWCE. like XTB.
I have got 2.3 eur commission for appx 350 euro, whyyy
