I think in the ÔÇÿotherÔÇÖ section you need to clearly state your belief that the other party is mentally/medically unable to work and that continuing to have a support order denies them the ability to support themselves at a minimum poverty level.

    Alternatively, you can reach out to your caseworker and ask the steps for modifying support to zero and/or opting off of enforcement services. That way he is only paying back state-owed-arrears
