you can absolutely get sued while abroad in every state and every federal jurisdiction. As pointed out elsewhere, what might be difficult is for them to serve you. The exact procedure varies but service by facebook message has been approved. Then when you don’t enter counsel or appear, they get a default judgment. They can in fact bring the default judgment to Japan and get it enforced.
What’s also true is that actually getting money from someone abroad is a far more painful process because it takes a lot of work for their lawyers to appear in court, explain how they tried normal means to serve you and those failed, and to get permission to serve you some which way (could be publishing it in a newspaper or two).
