If it doesn’t, you can begin the process of filing your birth cert there. They’ll ask questions – be honest. If you don’t know an answer, say you don’t know. The agents are generally trained for this sort of thing but if they don’t believe you just ask for a supervisor or call back (depends on county).
With an original OVS copy of your birth cert you can get your SS card from your county SS office. From there you’ll be able to get your FL REAL ID at a DMV.
If your OVS is no help, consider writing to a **state** representative or senator for your current district for help.
DCF is likely to investigate. Cooperate with them to your best ability, even (especially) if your parents or other “involved parties” intimidate you. Find out what public school you would be assigned to based on your home address. Walk in and ask for help registering for school. Public schools have access to social workers and a large network of resources to help any student, even the homeless register for school. That network can help you with birth certificates, health care, food, counseling….

I’ve heard people recommend going to a library to get help for this kind of issue. It’s entirely possible that you could email someone at your local library to request help. Don’t give up if your first attempt doesn’t get a good response. Try at least 5 times.
Public librarians are trained to find information, and spend a lot of time helping people with various kinds of difficulties.

This is borderline abuse. You need to go in to a police station. You need schooling, you need a SSN, you need a birth certificate. If you were born in the US, you should turn yourself in. Think about it- as you get older you lose access to free school and such.
You HAVE to apply for a social security number before you’re 18.

Your parents can get a copy of your birth certificate. Are either of your parents willing to do this?
Have a living relative swear an affidavit is another option in most places. Check what your vital records office requires for identification

In general, birth certificates are one of the main ways you prove that you are who you say you are. Usually you can use a birth certificate to (e.g.) get an ID card.
Just FYI, if you don’t have an SS number, don’t wait until after you’re 18 to apply. It is much, much easier to get one as a minor, though you’ll need your parents to help.
