You can try but given that he stole the bike in the first place he probably doesn’t have the money to pay you anyway.
The guy riding it might not be the guy who stole it. It’s probably been through a few hands in the last 10 years.
I think the only person who would come out with money here is the lawyer
Chances are he didn’t steal it, but regardless, you’d never prove that he did (without admissions).
He will say he found it – you won’t have proof
Better chance at asking vic pol to get you a compensation order in the criminal proceeding
What will probably kill it is the statute of limitations (ie time limit).
But, stuff it, spend some money anyway and issue a summons.
The magistrate probably should throw it out but the other person probably won’t turn up anyway, so you just might get judgement in your favour. He won’t pay, so you’ll pursue to bankrupt him.
Basically, give that thieving arsehole any grief that you can (ie he might not have been the thief, but he know it was stolen).
Wherever he lives – don’t forget to track down the landlord and let them know that stolen items were stored on their property.
TL,DR: What the hell, spend a couple of dollars and piss this arsehole off a bit.
I reakon send a letter of demand and see
Even making him go to court and tell the court how he came upon it is worth a small claims.

Ahh the police. Always ready to fine you but when they have to do any real policing they say they can’t.
