    Depends on where your at. For example, in NY, the rule is:

    Rule 3016. Particularity in specific actions. (a) Libel or slander. In an action for libel or slander, the particular words complained of shall be set forth in the complaint, but their application to the plaintiff may be stated generally.

    In legal terms, the issue is whether “pleading with particularity” is required for defamation, or if the general “notice pleading” standards apply. In NY, a higher pleading requirement does apply in defamation cases, and I think that is generally true most places, but defamation wasn’t something I ever dealt with in my legal career.

    In some places, you can get discovery even with a motion to dismiss the complaint on file. That is sort of a more complicated subject. In general terms, if the other side thinks a defamation complaint fails to sufficiently plead defamation and therefore files a motion to dismiss, and discovery is permissible at that stage in that court, then they will either move to stay discovery or just respond with objections.
