    I will also add he appears to work with a crew that travels together, he was not only late, he also made the rest of the crew late. There was a legitimate business impact beyond his own tardiness here.     Yes this is stealing. If an employer fails to pay you or deducts something from your pay other than taxes or health insurance, without your permission. You can file a complaint with the wage and hour division of US Labor Dept https://www.dol.gov/agencies/whd/contact/complaints Even if you are paid later the employer will still be fined for violating the law and you may even get interest on the back pay.
