The relevant detail is that it is an electronic payment. There are regulations about it.
Once this happened to me. I closed the account. Withdraw any funds in the account and close it.
File a police report. There’s almost no chance that anything will come of the police report, but it may be requested later.
Have her reach out to her homeowners or renters insurance company. There might be fraud/theft coverages within those insurance policies but you’ll need to be able to provide good records and show that you took steps to recover funds (hence the police report).

Charges to debit cards can be disputed. They might not freeze the account for various reasons, but all electronic payments/transfers are covered by Reg E. This would also cover direct ACH transactions as well.
Unless there is an additional piece missing of this story, your friend should be asking to dispute these charges. I work at a bank and dispute ACH (direct to checking) and debit card transactions on a daily basis. Now, if your friend gave out an account number somewhere and they are doing something like writing checks, there is almost no protection there since it’s not an electronic transfer of funds.
We recommend credit cards more for the fact that your cash isn’t at risk and won’t be tied up during the dispute investigation. As I said, unless there is something missing from this story your friend should be able to successfully dispute these charges (emphasis on missing piece of the story).
I’ve had fraudulent charges to my debit card/ checking account. Always reported them as fraud through my banks app, which was very easy.
Always refunded and resolved without trouble.

Pay for everything on your credit card and have it set to pay the balance off every month. You won’t pay any interest that way and if you have a credit card with rewards, you’ll rack up points with no cost to you. Plus get the extra protections from the card.
That makes no sense that the bank would refuse to freeze a card, especially if there is suspicious activity… like that’s not a thing that happens. There’s no way.

I lost 3k and my gf around 2k last year. We moved out of state and weren’t able to go see our apartment before we moved. Turned out to be a scam. I had put it on my CC I think my GF used hers too? But she banked with Chase. I ended up putting together a 15 page document with all the texts, emails, fake lease and other investigative work proving it was a scam. We both got our money back but it was a pain in the ass. Did she try opening a fraud claim?

Unless she’s rich AF and has more than 30k just sitting in her checking account her story sounds like hog wash. Really big mistake to use your primary debit card overseas, ALWAYS have a travel debit card / checking account that’s separate for this very purpose.
That’s why Chase sucks!! FDIC she’s covered up to $250,000 of fraud and theft. She has to continue to get the right people and if they continue not to help her she needs to get FDIC or the OCC.gov involved.
She tried to have them stop or cancel the card and they didn’t do it. They know they need to help her but they’re dealing with Peru so they just don’t want to get involved.
She chose Chase and that’s too much money to loose. You posted on here. Get your local news involved, then your local Senator and all the Chase Managers.
You have to be willing to do the work to get everyone involved because it’s $30,000 that’s a lot of money.
Look up Chase bank cases and how many people have been screwed by them and you’ll see she’s not the only one. It will be a lot of work but as they say, the squeaky wheel gets heard.
To have her file bankruptcy when she had bank protection is ridiculous and unfortunately lawyers don’t want to do anything that requires them to work hard, plus they’ll charge her for every document, conversations etc. Not thing against lawyers, but when the case is outside their normal realm of work they don’t want to do it.
Or find a new lawyer that wants to make a name for themselves helping, but she’ll get further on her own.
And no offense but it’s her account and she needs to be the one to do it because she’s the victim. Local news love stories like this and some news companies have a “Get Action” on people’s behalf and once Chase bank sees how much hype and problems you’re causing them, they’ll change their tune.
$30,000 is a drop in the bucket for a bank and when she put a stop on it and they didn’t do it, it’s on them.

Total nonsense and her lawyer is an idiot. You don’t owe for fraudulent charges. These are insured so the bank doesn’t even lose money. What bank is this anyway?
