You should get a lawyer in Romania to look at this I’ve had builders in Romania threaten me but that’s not legal advice on how serious you should take that.
You can take then to court which I have found to be reasonable for a simple contract quiet cheaply..
Do you have any contract at all or any written agreement?
In my experience with builders here they will intimidate you as much you let them, the police would be a good start i have had good results with dealings with the police most of the time

How do you know this, have you experienced any corruption yourself or do you just presume that they are corrupt?
First of all, if they actually threatened you or your family then right a formal complaint to the police department against the contractor.
If anymore threats are given then renew the complaint: you can make all complaints online, no need to go there yourself.
Talk with your contractor to finish the job or leave it like this + change the locks. Also, you can always make a complaint to ANAF because your contractor got the money without paying taxes.
Actually, you can tell your contractor that he can either finish the job or get a complaint to ANAF about the money received. (ANAF aint playing around, the state needs money yesterday).
