    You can escalate that to the their guest assistance or corporate department and they may refund you. There are no laws in the US regulating refunds. You could certainly try suing them in small claims court, although almost certainly the amount of the room would not be worth the court costs.

    You could also try a chargeback through the credit card, but that may or may not be successful and may take time.

    Hotel employee here. In every hotel I have worked at, they can only refund a debit card if the debit card is present to do so. This is no way explains why they keep giving different excuses as to why they can’t refund. A hotel will sooner refund you, then deal with a bunch of emails and hassle like that. However, it also depends on the hotel. If it’s privately owned, then they may have their own policies in regards to debit refunds. Keep emailing them and reaching out. They would have a hard time in court proving you are harassing them when you have the proof they were supposed to refund you. That is theft, and I would say trumps harassment in this case.

    Your dad needs to dispute this charge with the bank that issued his debit card. The bank claiming that they only hold records for 6 months is laughable and sounds like it came from an improperly trained employee. Be sure to include the correspondence saying that the hotel would issue him a refund and any information that was provided from the hotel regarding the cancellation policy. The bank is required to investigate the dispute claim.

    Keep pursuing it, they can threaten all the legal actions they want, but that’s all it is, threats. If they actually had grounds for legal action, they do that through C&D letters and such, not silly verbal threats.
