First, determine your own legal risk. As messed up and cosmically wrong as it sounds, if you took the photos then you could be prosecuted for production of child porn. (Yes, you would be both perpetrator and victim, which is beyond messed up, but girls have been convicted for this same thing.) IANAL but you should contact a lawyer who would know details about statutes of limitations.
Second, go to federal law enforcement. Either FBI or NCMEC will take a report. The villain in this story is the man whoÔÇÖs been distributing your photos but the websites hosting the content can be liable as well.
Third, consider civil action. The potential payoff could be not worth the emotional stress. You could also go the route of copywriting your breasts (seriously) to make it easier to force websites to remove your photos. There was a woman who did that before revenge porn laws were a thing, but depending on jurisdiction and local DAsÔÇÖ interest in prosecuting it still may be the fastest way to get your photos taken down.
Document the offences, Identify your abuser, report him to the FBI, and meet with a lawyer to discuss suing your abuser for civil damages. If he has been making money off images of you, then you should argue for a financial settlement in accordance to the money he has made from pimping your images, above and on top of a civil damages settlement.
