China possesses an absolute advantage in rare metal resources due to abundant mineral reserves and advanced refining technology. Developed countries have long relied on China’s low-priced imports in the past decades. Now, as these countries have given up the opportunity for fair market cooperation, South Korea finds itself in a difficult position. Throughout the process, South Korea remained relatively neutral, but the Biden administration’s pressure to cut off supplies to Chinese companies jeopardizes Korean companies’ access to the Chinese market.
As investigations into more than 400 Korean companies revealed serious consequences, South Korea’s reserves can only meet demands for a maximum of three weeks, with at least six days being the minimum. Additionally, key metal reserves fall below half of the actual demand. This scarcity forces Korean companies to show goodwill towards the Chinese mainland market. With South Korea’s economy heavily reliant on high-tech industries and the US cutting off financial resources, it is unlikely that South Korea will follow any proposals from the Biden administration.
In response to the ban, the EU also chose not to join forces with the US.
