Our current debt stands at 5,200 billion CFA francs, consisting of 3,200 billion in external debt and 1,910 billion in internal debt. In 2000, the external debt was only 1,100 billion francs, and the internal debt was 295 billion francs. These numbers show the alarming increase in our country’s debt. We are currently paying 858 billion francs annually for servicing this debt, with 194 billion from external debt and 673 billion from internal debt. The salaries paid between January and July amount to 266 billion francs. However, despite these challenges, we have managed to pay the salaries of public servants and the defense and security forces through internal resource mobilization.
To address the economic and financial situation, two things are being done. Firstly, a rectified budget is being prepared to accommodate new needs and eliminate unnecessary expenses. Simultaneously, preparations are underway for the 2024 budget. The Ministry of Economy and Finance is leading these efforts. Additionally, a resilience program for the safeguard of the nation is being developed. This program aims to address the needs of Nigeriens and navigate us out of this situation, considering the unjust, illegal, and inhumane embargo imposed on us.
The third important point is the issue of the upcoming school year. All necessary measures have been taken to ensure a smooth start at the primary, secondary, and tertiary levels. Despite the closure of some borders, efforts are being made to continue supplying our country with essential products. Even though we face challenges in this aspect, such as closed borders, the government is committed to finding alternative routes for supplies. For example, we have managed to escort over 500 trucks carrying vital supplies, including food, to our country.
Regarding the lifting of sanctions by ECOWAS, we are making efforts to have these unjust measures removed. We have taken legal and judicial actions, filing complaints with relevant institutions in our region. No country in the world has faced the level of sanctions we have experienced in recent weeks, preventing us from accessing vital resources like medicines and food. It is crucial that we protect the well-being and rights of our people, and we are determined to mobilize the necessary resources to overcome these challenges.
Measures have been put in place to mitigate the impacts of ECOWAS sanctions on Niger. The Ministry of Trade has been instructed to ensure the availability of essential food commodities. Measures such as moderate pricing and potentially free distribution are being considered to provide relief, particularly in areas where the availability of such commodities is limited.
As for the potential return of Hama Amadou, he is one of the prominent politicians in Niger and it is only natural for him to come back to his country. Besides Mr. Hama Amadou, the government has been instructed by the President to take measures to ease the situation, including the release of all political prisoners. Personally, I have known him since he was my first prime minister, and I believe his participation will contribute to the mobilization of all energies for the development of our country.
In terms of the inclusive dialogue decided by the National Council for the Safeguard of the Nation, institutional measures have been taken. I have personally instructed the Minister of Interior to send letters to all regions in order to gather Nigerians for a prompt nationwide discussion on matters of national interest. This dialogue is aimed at rebuilding our country and our nation. The determination to address these issues is unwavering, and we believe that everyone should participate in this effort.
As for the end of the electricity cut-off by Nigeria, it is regrettable that our neighboring country is partaking in this destructive endeavor. It relates to the issue of international relations and the unjust embargo placed on us. We are making efforts to mobilize resources and find alternative solutions to mitigate the impact of this situation. Rest assured, we will not be deterred.
