Make sure the initial visa is honest, and if it requires dishonesty to get out of Belarus (not sure what the exit situation looks like there right now), then correct that on the record as soon as the friend is in the country they land in. This can literally be done with immigration authorities at the airport, which is probably where the initial asylum application will be made.

    In terms of applying in multiple countries, the law isn’t really on your side there (others have mentioned the Dublin protocols and that’s the right place to be looking for guidance here), but there might be some exceptions that I’m not aware of. Try to have them land first in a country they would be most closely familiar with culturally and if possible linguistically (Poland, perhaps?
