What were the physical injuries? I can’t imagine that bad considering the outcome is a short online course. Was it the police or the council who got involved?
Edit: OP has replied to another comment that the injury was a bruise from a lab size dog.

Barking may be noisy, but it doesn’t make them dangerous. Some dogs will bark every time an ant farts.

I don’t understand how a dog bite resulted in a silly training course. Why were the dogs not put down?
You could sue them for compensation if injured. If you have evidence dogs are out of control then keep reporting them
