Do you have a union? If not he might want to consider joining the GMB union. How big is the business? Does it have policies? This boss may be working outside of them.
Your colleague can raise a grievance against him for inappropriate behaviour as he did not give a good reason for cancellation of the Holliday. Any employee can raise a grievance against another and the employer has to take reasonable steps to investigate and resolve the issue.
The grievance cannot be resolved by the manager in question.

Late to the party on this, but although this is unfortunately legal, its also not illegal to still take the day off and deal with the consequences later. That’s what I’d do, fuck that boss. You don’t actually need to justify your reason for taking leave.
