Is the resort in the US? In your shoes I’d do a chargeback on the credit card, if you used one when making the reservation. And take screenshots of the T&Cs page to prove that there’s no over-21 condition.
You get someone to call for you on Monday and talk to their accountant who will presumably refund your money. There’s no need to jump the gun and do something else.
Did you actually look at their terms and conditions on the hotel website or the terms and conditions on a 3rd party website like Expedia or booking.com?
NAL. Give your info for the hotel booking to a family member. Ask them to get the refund taken care of while you’re in basic training. I doubt the hotel will give them any problems processing a refund since you clearly paid for a room you were not allowed to stay in.

Unfortunately, you’re not going to get this resolved before Monday. As a service member don’t you have access to legal aid on base? I would get them involved.
What state did this occur in? Hotel/lodging laws usually do not allow a hotel to refuse lodging to someone if they can pay except in very narrow circumstances. My own experience with managing hotels in NY was that while it might be the hotel’s policy that you must be 21 if the guest pushed back and understood the law we would concede and let them stay.
If it is a large national brand, contact their customer/guest care and file a complaint. I would specifically mention you’re a service member on orders and the hotel refused you accommodations based on your age. That’s likely to light a fire under someone’s ass as it’s a PR nightmare.
You might even have some luck by contacting your state senator and the state senator of your hotel reservation and let them know this hotel refused service to a military member on orders.
Document EVERYTHING! The staff member(s)’ name(s), your reservation, your payment method, the channel you booked your reservation through. EVERYTHING.

You call your bank that your card is with and file for a reversal for SERVICES NOT RENDERED… then simply state “THE SERVICE I PAID FOR WAS NOT RECIEVED” give no further information unless specifically asked by your claim investigation department… Just answer the questions, short, to the point… Just like you’re in court… You will have a preliminary credit or determination within 10 days… THIS IS HANDS DOWN, YOUR BEST BET ON RECEIVING YOUR REIMBURSEMENT
NAL but for future reference, in case you run into this again. I’ve worked at a few hotels in a couple different states in the US and it’s typical to not honor reservations for people under 21. However, we have always made exceptions for military/army personnel if they show their military ID. We have always refunded the rooms if the person is not 21 though, unless they’re incredibly rude. Did you book the hotel through them directly, or did you use a third party site like Expedia, hotels.com, etc.
If done via a third party site, take the issue up with themz they should be able to resolve your problem.
If through the hotel directly, you should easily be able to get your money back, but will likely not be done by Monday.
Ir possible call around 10am-12:00pm or after 8:00pm. They will be less busy during that time.
Skip the front desk agents and ask to speak with the auditors or controllers office. They will be able to help more so than the front desk.
Dispute the charge with the bank or credit card company.
