    I don’t see why not, copyright belongs to the photographer not the subject.

    However, if someone did ask you to take down pictures of them, it would be both polite and prudent to do so.

    I’m not a lawyer but I am an archivist. I would suggest getting in touch with your local record office to discuss depositing these photographs. The most appropriate home for them would be the archive/record office in the geographic area where the holidays took place, if possible.

    As a professional I would personally not scan this material and put it online because it would breach data protection. However putting the photos into an archive, under the name of the charity with information about how and where it operated will enable people who went on the holidays to track down the photos should they wish. It also provides a long-term historical record of the charity your parents ran for wider research purposes.
