The UK gives you some relief on any taxes you pay abroad. I don’t know if it’s up to 100% though. This is done when you file your annual return.

You pay tax first where you are resident, so the UK will expect taxes to be paid, double taxation rules apply subject to the individual country.

You place your company under the jurisdiction of the other country by working from there, this extends to the whole company not just you. Many won’t allow this if they don’t already have employees in that country.

I think the question can’t be asked in this way anymore. After Brexit the issues you address are regulated bilaterally so for every country in the EU you’d get a different answer.

The taxes you owe are generally dependent first on your tax residency. There are specific rules for this in different countries. Some countries are where you have been physically resident there for 183 days on a year. Others, for example, presume you are tax resident there on a particular day of a year, for example 1 June.

So, if you are tax resident in the UK, you will pay taxes in the UK. Your income in Romania will likely have tax withheld for taxes in Romania, but you can probably apply for a tax refund there, but of course it will depend on your local tax regime.

However, depending on the rules on the UK about foreign earned income, you might not need to pay taxes on that at all. But it depends.

You will also need to consider the existence of double taxation treaties between the UK and Romania or the UK and the EU.

This is not meant to be specific legal advice, and you should always look for professional help instead of internet strangers.
