    No you can’t steal it.

You can report it to the council as abandoned.

Does your mechanic own the land? Is it legal to park there? Is the car registered?

I’d be finding the owner and telling them to look for potential tow damage.

It should be reported to the local council as an abandoned vehicle. They will put an ugly big sticker on it showing it’s reported… Eventually a tow truck will haul it away, at which point it either goes to their impound lot for a while, then to the state auctions.. (Or direct to auctions depending how long it’s been abandoned/documented).

Prior to a state auction off of abandoned and recovered / not claimed stolen shit there’s a process to make more attempts to identify the owner etc (and a car has a VIN etc).

If all that fails, and no owner can be identified and come forward… the car can be sold At auction. You will be able to buy it then.

If the owner is identified and just refusing to deal with their car then this is more frustrating… eventually it gets towed, impounded, the impound lot goes through a process of trying ot get their fees out of hte owner, the owner ignores… the impound lot goes to court to get an order to sell … then it goes to auction to recover costs.

No where is there a thing were you can wander over, and squatters rights a car.
