The employer must not unreasonably refuse annual leave.
Whether it’s unreasonable, depends on how long you are wanting to take, the needs of the business etc (which you haven’t provided details of).
It is potentially reasonable to restrict management and not regular staff. A business would usually have more regular staff, which provides more flexibility.
Contracts and conditions are king here. I work at a uni and they have some ridiculous rulesbut all are built into the EBA so can be enforced. It was the same when I worked in private schools.

Per year or per each leave?
What does your contract say? It will be in your contract.
The employer is not very nice. Seems classic behaviour. I doubt you have much comeback.
Don’t apply for leave for 3 years. When you have added 12 weeks to your leave accumulation, apply for 6 weeks. I am sure your employer will be begging you to take leave.
Alternatively quit and find an employer who treats you fairly as your employer is unlikely to change
