Chinese Digital Yuan Pilot Driving Up Cross-Border Payments

The spread of the Chinese digital yuan pilot to Hong Kong is believed to be contributing to the increase in cross-border payments, according to media reports. These payments, both between Mainland China and Hong Kong and the mainland and Macau, have reportedly grown tenfold in the past year. While there are other conventional cross-border banking innovations playing a role in this surge, the e-CNY is cited as a significant driving force behind the boost in cross-border commerce.
However, it is important to note that the digital yuan is currently only legal tender in Mainland China. Hong Kong and Macau have their separate currencies and economic systems. Despite this, the People’s Bank of China (PBoC) has been actively exploring ways to enable the usage of e-CNY for cross-border transactions involving Hong Kong and mainland China. One such initiative targeted Hong Kong residents visiting mainland cities like Shenzhen.
An innovative solution introduced in March this year allows Hong Kong residents to use the widely-used e-pay app called Octopus to purchase e-CNY hard wallet cards from self-service card issuing machines at Shenzhen’s Lo Wu border crossing. Additionally, the PBoC has incentivized adoption by offering Hong Kong users discounts of up to 20% at selected retailers. Shenzhen has also started accepting e-CNY hard wallet payments from Hong Kongers using the Octopus app on two of its busiest bus lines, with plans to expand coverage to all bus routes in the future.
In efforts to further promote cross-border payments, Beijing has also encouraged Mainland Chinese travelers to use e-CNY when visiting Hong Kong. Chinese banks have reported that over 200 outlets in Hong Kong now accept e-CNY payments. Banking platforms facilitate merchants in Hong Kong to accept CBDC payments from Mainland Chinese customers, with the central bank coin being instantly converted to Hong Kong dollars. Notably, popular stores among mainlanders, such as Duty Zero by CDF, the IW Hotel in Kwun Tong district, and the children’s clothing chain Balabala, have adopted the digital yuan as a payment method.
