What did you do legally about “co-owning” the car? If your friend is on the title with you, I can see why the police won’t intervene. You would be equally entitled to use it. You chose to leave the car with him and move far away. You tolerated his behavior until recently.
You need to disentangle yourself from this “friend.” You could sue for your half of the current value of the car and to then register the car to him alone. As each day passes, that value decreases.
I would be concerned about your possibly being liable if he does damage with the car and it isn’t properly insured. Besides the loss of your interest in the car, you are exposed to shared liability and ongoing interaction with this toxic family. Whatever value the car has for you, it comes along with significant costs to your well being.
Eventually your choice will be to continue fighting or walk away. I’d work towards dissolving the co-ownership.

Hey man, since the car is completely in your name report it stolen and have it repossessed. It doesn’t matter that you “discussed” co-owning it with this joker. He and his dad are playing you for a free or very cheap BMW in the end. It doesn’t matter what the cops said about a civil matter. These people have YOUR vehicle that YOU are paying for and have YOUR name on the title and registration. Explain this to the cops if they try and give the whole civil matter thing. Tell them it’s YOUR car and they have stolen it, because they have.
Have a tow company tow the car. Show them your title that you own it and have them go pick it up.
If you don’t have keys take your title to the dealership and get a new set. Use those new keys to take your car back.

Option 1: Your ‘friend’ will keep the 20k, claiming they sent you your share, when in reality they will never send anything
Option 2: You pay the 7k, which they keep, and they also keep your car telling you it consistently needs more and more repairs until you stop.

You cannot register or insure a car unless you are the legal owner. If he is stopped he will not have registration or proof he owns it.
Find a lawyer in MN and sue them for conversion.

Well, I’m not exactly certain why the police won’t get involved honestly. The car is yours, the title is in your name alone. So that means the insurance, license, and registration are also in your name alone. If you reported the car as being stolen (to the State Police), and you know the person who is holding it hostage you can demand it be taken by force by the police and returned to you. I would also report the FIL for harassment and intimidation tactics, and make criminal complaints against them both. They are committing what amounts to grand theft auto atm. At the least, he would be guilty of joyriding. You own the vehicle, have made requests to return it, and they’re refusing to do so. Also, filing criminal charges against them SHOULD effectively end your contact with those scammers and end whatever ‘friendship’ that may have existed. Which I would consider being to your benefit.
If you want to also pursue damages against them you can hire an attorney. I would sue him for damages done to your vehicle for improper modifications, etc. Especially if those changes voided your warranty and you’re left with an inoperable vehicle. However, my gut feeling is that those are just more lies they are feeding you. So, I would wait until you have possession of the vehicle and take it to BMW for a diagnostic test to confirm.
Also, it appears as if you are a resident of Massachusetts now. So, they cannot file frivolous lawsuits against you in another state as they would have ‘failure of service and notice.’ Also, they have no grounds or standing. So, it is more fluff and lies and bullying tactics. (Overt aggressive posturing.) If you are concerned about that, you can contact the Clerk of Courts in your county in Minnesota and they should be able to look up your name and tell you if there are any pending lawsuits. Some places also have those records online.
In essence, they are making empty threats and possibly lying to you about the damages done to the car and making threats to grift the vehicle from you. In no way should you concede to any of their requests. I would contact an attorney in MA, and have them write a demand letter to them stating you want your vehicle back and that they are responsible for all damages incurred while it was under their care. Have him state that if they do not make arrangements within 48 hours of the receipt of the letter, you will be contacting the state police and reporting it as stolen. Have that letter mailed certified to their residence. If they choose to play games, hire the local Sheriff as a process server to serve the documents to them.
Then, proceed from there. Do not allow yourself to be scared, bullied, or harassed by these two-bit conmen.
