I think you’ll find that most of these parking places, you park at your own risk. So unless it’s negligence on behalf of the center (ie a pipe that’s broken and reported several times fell from the roof), then they won’t be responsible. Similar for the train, they won’t be responsible if some small rocks fell on the track and were whipped up by the trian going past.
It’s your insurance or nothing. I fhte insurance think they have a case for someone else to pay, they’ll pass that on, but it’s more likley that they take your excess payment
I think its reasonable for you to pursue, however as the other commenter suggested (somewhat harshly?) you may run into an issue in being able to prove your narrative if there is push back from Transport NSW.
The shopping centre is not realistically going to accept responsibility, so there is no point pursuing them.
The analogy i would draw is with a golf course, who often pay out to repair windscreens based on the word of the person who states they found the windscreen broken with a golf ball inside. You can try to have Transport NSW trust your word with this and i guess they will also decide if its possible for trains to push up rocks in this way.

If they charge you an excess that sucks, but pay it in return you get a shiny new windshield and all your dents and paint repaired.
ItÔÇÖs very hard to prove a train going past would fling a rock that far – I assume itÔÇÖs over 10m. Were other cars damaged, or just yours? Centre mgmt might have an answer to that question, thatÔÇÖs probably useful to tell the insurance company as it might help, but aside from thatÔǪ shit happens some times. At least your excess is less than a windscreen and dent repair.
