    You can’t make excessive noise but you also can’t be prevented from using the condo normally. Probably the complaining neighbor is pushing the condo to push you but you should push back. Force the condo to investigate rather than just relying on the neighbors complaints.

    As someone who who has experienced sleep deprivation so bad I ended up in a psych ward, all we ask is to not strike floors so hard with the heels that you hear a clomping noise as well as dropping of large furniture. There is absolutely no reason why some have to walk so hard while others can walk in a way that doesn’t make a sound. In my case, our apartment building is a post war building with crunchy floors and everything sounds like an earthquake so no choice but to run fans in the winter and earplugs yet even with those I still sometimes wake up. It is to the point that my anxiety got so back that I qualify for disability for my anxiety. Though lately I heard rubber soles so I am thankful for that. Wearing Crocs or Nike slides might work and putting down a rug or foam mats could also help but theres not much a downstairs neighbor can do with their ceiling other than ripping it down and decoupling it.

    You can also check and see how the entire regulation on noise is written. If they’re put together well there will be something about “reasonableness” or similar. Absolute quiet at all times isn’t achievable and likely won’t be there if the regulations are boilerplate they got from somewhere.

    Finally, make sure you introduce yourself to some of your neighbors. The person below you might be very sensitive to noise, but it’s also possible that this is an issue many people have had and there’s ways to mitigate them.
