His home of record is VA and would pay their taxes. They give advantages for military but are not tax free state for military
Unless he changes his residency to NC he will be paying VA state taxes for his career. NC isnt tax free for military though either. Weird that he owes money unless he has additional income sources he should have it taken out of his checks automatically. Maybe the % is wrong.
