No personal experience with a US financial planner for Japan retirement planning, but I did come across two when I searched about 2 years ago. But keep in mind, these were just my Google search results. I have no experience with either of them and cannot comment on the quality of their services.
One was 108faces.com. Her website says that she is a CFP in both US and Japan. She is also a CFA and manages investment portfolios.
Another is goshofinancialgroup.com. Her website says she is a CFP and does financial planning and manages investment portfolios.
The only reason I didn’t use either of these planners is because I really wanted to use a CFP who exclusively does planning, not portfolio management.
BTW, you might consider posting your retirement planning questions to this subreddit where there are several redditors who have accumulated a lot of knowledge and experience that are applicable to your situation. This can help you get a base level of knowledge before talking to a planner.
Honestly, this isn’t one of those times relying on someone else is the best IMO. You need to know if they are wrong because ultimately you are the one that will have to deal with the headache if they are wrong. Which makes having an expert kind of moot. It’s hard to find an individual or team that can do it all.
