    Hi OP – highly recommend visiting/contacting the Romainan Embassy in Rome who can advise further. There should be some form of retrievable ID to start the process (such as a birth certificate).

    As far as I’m aware, Romania is also in the Schengen zone, therefore driving could be an option, BUT not recommended due to lack of ID.

    If you can travel by car you don’t need id or passport to be issued before your 18 birthday. After 18 is mandatory. Usually you can prove your identity with the birth certificate and your parent.

    Yes both parents need to sign for id/passport before the age of 18 unless one is dead or in case of divorce only the one with primary custody which is easier said than done.
