    Different bays within the same street can have different restrictions.

    You can’t choose to stay longer in the shorter stay space just because there are spaces in the area that would have allowed extra time.

    Machines can cover multiple spaces and it/the website doesn’t know which specific space you’ve parked in to know what options to offer – it’s on you to choose the option that applies. Paying extra doesn’t mean you can park for longer than the maximum time stated on the signage.

    If the discounted rate is held during the first appeal stage then you have nothing to lose by trying, but honestly I wouldn’t fancy your chances based on the info given.
