Not legal advice but personal experience. I own a roofing company in Arizona. What you described is standard practice. No permit needed for a roof replacement. Yes for a new roof but not for an existing structure. You can test it for asbestos and will find it as it does contain asbestos. It is still found in a lot of building materials. Unfortunately nothing will come of this but time and effort spent. The dust on your stuff was likely attic dust. No roofing material should get inside as you still have drywall inside of the house ceilings.
