Opposition Exposed by Refusal to Discuss Manipur in Parliament: Nirmala Sitharaman

Finance Minister Nirmala Sitharaman criticized the Opposition on July 31 for their refusal to discuss Manipur in Parliament, despite a discussion being listed in the Rajya Sabha. She accused the Opposition of shedding “crocodile tears” and revealed that a discussion on Manipur had been scheduled but the Opposition chose to run away.

During a press briefing outside Parliament, Ms. Sitharaman named several Opposition MPs who had sent notices asking for a discussion on Manipur. These MPs included John Brittas of the Communist Party of India-Marxist (CPI-M), Manoj Jha of the Rashtriya Janata Dal (RJD), G.C. Chandrashekhar of the Congress, Fauzia Khan of the Nationalist Congress Party (NCP), and Elamaram Kareem of the CPI(M).

The Opposition protested against the taking up of a discussion on Manipur under Rule 176, which allows for a short duration discussion without voting. Instead, they demanded that the discussion be held under Rule 267, which involves the suspension of all business and allows for an indeterminate time of discussion along with voting at the end.

Addressing the Opposition’s demand, Ms. Sitharaman stated that it was within the purview of the Chairperson of the Rajya Sabha. However, she emphasized that eight days had already passed in the session and it was important to discuss urgent matters. She questioned whether the Opposition did not want to talk about what they had witnessed during their visit to Manipur.

The Rajya Sabha was adjourned early due to protests by the Opposition and their refusal to accept the Rule under which a discussion on Manipur was to be held. This disruption marked the ninth consecutive day of disruptions in both the Lok Sabha and the Rajya Sabha since the monsoon session began.
