This delay alters my travel plans as I head to Washington, D.C., for the U.S. Conference of Mayors winter meeting. Arriving a day early was meant to provide me an opportunity to engage with Senators Gallego and Kelly, and staff from Congressmen Crane and Stanton’s offices. Unfortunately, the adverse weather has resulted in the closure of House offices, complicating our advocacy efforts.

Legislative Priorities Set by the City Council

Each year, the City Council establishes a legislative agenda outlining the key areas we wish to focus on, aiming to communicate effectively with our state and federal representatives. This year, typical focus areas such as transportation, flood mitigation, forest health, and housing remain paramount.

Requests to the Arizona Legislature

Among the prominent legislative efforts, Arizona Representative Teresa Martinez has sponsored HB2804, a proposed measure to establish the Rural Development and Housing Tax Credit program. This legislation is intended to tackle the pressing issue of affordable housing in rural areas, targeting specific counties with populations under 800,000. By providing a state tax credit that complements federal incentives, the bill strives to enhance affordable housing options for vulnerable populations, working families, and seniors. A total of $2 million in tax credits will be allocated annually from 2026 through 2036, thereby facilitating impactful housing projects.

We have requested $1.2 million for this critical initiative.

Furthermore, the Flagstaff Airport Terminal Expansion project seeks $1.4 million to enhance terminal facilities and drainage systems for the tarmac. In an innovative approach to wastewater management, the city aims to design a biochar facility instead of constructing a costly new treatment plant, thereby requesting $4 million to partially fund this endeavor.

Finally, the Rio de Flag Flood Control Project is progressing, albeit with some complexities still in need of resolution. Continued advocacy from our representatives is crucial, especially to facilitate the U.S. Army Corps of Engineers’ (USACE) involvement. I will be urging Senators and Congressmen to vote for crucial legislation that would further advance this essential project.
