Of course this is a personal choice but for retirement I would choose a 50-70k apartment outside Valencia with a 30m commute. (Good roads, trains and even tubes to some locations)

I can only say, as nice as it is, stay away from Spain if you have money. It is a beautiful country but the taxation for people with money is just terrible. Please inform yourself of wealth tax there. If you just go and buy the apartment without doing that first you well have an unpleasant awakening.
