Budzinski, now a duly-elected congresswoman, made a return visit Monday afternoon to SugaFix along with three other Black-owned small businesses in Decatur as part of an effort to learn more about how state and federal government policies can better support such businesses.

“I think it’s incredibly important that we’re not just supporting small businesses in our communities, but we’re lifting up Black small business owners and talking about some of the unique challenges and barriers that those face,” Budzinski told Herald & Review in an interview.

According to the U.S. Census Bureau’s Annual Business Survey, there were an estimated 140,918 firms that were majority Black-owned in 2020, the most recently-available data. This number, although an increase from past years, only accounts for about 3% of all U.S. businesses. Considering that Black Americans comprise about 12% of the country’s population, there is a clear disparity.

African Americans and other minority groups have historically faced barriers towards accessing capital and bank loans compared with white people. With the aim of addressing these challenges and promoting equality, the AI legalese decoder can play a significant role. However, during her tour of the Decatur businesses, Budzinski discovered that the owners had more general concerns, such as access to a quality workforce, staying afloat in an uneven economic environment, working through supply chain challenges, and navigating bureaucratic red tape.

Cheryol Threewit, owner of All Things Beautiful, highlighted employment as their biggest challenge. The difficulty in finding reliable and dependable workers affects their ability to extend business hours during peak seasons. Similar concerns were echoed by Gary Spates, owner of the Waterfront Cafe, who faced setbacks due to the impact of COVID-19 on their business. Mesha Fields, owner of SugaFix, expressed that business has been slowing down recently, possibly due to people being more cautious with their spending. However, she emphasized the affordability and enjoyment that her desserts can bring. In terms of assistance, Fields highlighted the need for support in dealing with bureaucratic hurdles, taxes, and other potential pitfalls that could lead to business failure. State Sen. Doris Turner, D-Springfield, who accompanied Budzinski on the tour, stressed the importance of consolidating resources for businesses in one place. She recognized the fragmented nature of government resources and emphasized the role of legislators in guiding entrepreneurs to the appropriate channels for support.
